A firm protested a Navy solicitation for mobile electrical power plant test sets, contending that the Navy was legally obligated to negotiate under an option in its 1986 contract, instead of procuring through a competitive solicitation. GAO held that the Navy properly did not negotiate under the protester's contract option, since the option expired prior to enactment of the law requiring the Navy to negotiate. Accordingly, the protest was denied.
