A firm protested an Air Force contract award under a small business set-aside for a doppler acoustic sounder network, contending that the: (1) awardee did not meet the solicitation's experience requirements; and (2) awardee's arrangement with a subcontractor contradicted a Small Business Administration (SBA) size-status determination. GAO held that: (1) the awardee and its subcontractor together met the experience requirements, and the solicitation did not prohibit the use of a subcontractor to satisfy those requirements; and (2) it would not review the allegations concerning the SBA size-status determination. Accordingly, the protest was denied in part and dismissed in part.
