A Navy officer appealed the partial denial of her request for waiver of a quarters allowance overpayment for a 3-month period during which she moved into government housing, contending that she: (1) was not aware of her entitlements, since she did not receive pay statements during the period; and (2) requested an audit of her account and was assured that her pay was correct. GAO held that the Navy: (1) should waive the first month's overpayment, since the claimant could not have known about the overpayment; and (2) should not waive repayment for the last 2 months, since the claimant should have known that her pay would decrease upon moving into government quarters. Accordingly, the partial denial was affirmed.
