An Army employee claimed reimbursement, as part of a settlement agreement of an employment discrimination complaint, of reassignment-related losses she incurred in disposing of two automobiles, paying automobile rental expenses, and losing post exchange and commissary privileges. GAO held that such expenses were incidental to the wrongful personnel action, rather than entitlements she would have accrued if not for the wrongful action. Accordingly, the claim was denied.
