The Navy and an employees' union requested a decision regarding a Navy employee's entitlement to overtime pay for time he spent, outside of his normal working hours, driving a government vehicle between a temporary duty site and his lodgings. GAO held that the: (1) Navy provided the government vehicle for the employee's convenience; and (2) transport of passengers between the work site and the lodgings did not add to the driver's time and effort. Accordingly, the driver was not entitled to overtime pay.
