The Defense Investigative Service (DIS) requested a decision regarding a separated employee's claim for expenses incident to his return from a post in Hawaii. The claimant transferred to DIS in Hawaii from another federal agency after having transferred outside the continental United States, and DIS contended that the claimant was a local hire not entitled to return travel. GAO held that the claimant was entitled to reimbursement on a constructive basis, since he fulfilled his service agreement with the agency that transferred him to Hawaii. Accordingly, the claim was allowed in part.
