The Army requested a decision regarding a transferred employee's claims for tour renewal agreement travel expenses. The Army had determined that the claimant was not entitled to reimbursement because he delayed his travel until after he reported to his new duty station. GAO held that the Army should reimburse the claimant and substitute home leave for annual leave that he took, since he was eligible for tour renewal agreement travel and there was no prohibition on delaying that travel. Accordingly, the claim was allowed.
