The Defense Logistics Agency (DLA) requested a decision concerning the Defense Technical Information Center's (DTIC) use of a 2-year appropriation to pay for items requisitioned in the second year. GAO held that DTIC properly charged the purchases to the 2-year appropriation, since the funds were: (1) available for use during the entire 2-year period; and (2) used for purposes for which they were appropriated; and (3) for bona fide DLA needs within the appropriation's time limit. Accordingly, DLA should certify the DTIC charges for payment.
