The Environmental Protection Agency requested a decision on whether it had the authority to implement an Equal Employment Opportunity Commission (EEOC) award of attorney fees under a federal anti-discrimination statute, absent a finding of discrimination or a settlement agreement. GAO held that it did not have the authority to question an EEOC determination and declined to review the EEOC award. Accordingly, the matter was dismissed.
