An Army employee appealed the denial of his claim for overtime compensation, contending that, since he did not receive a promised promotion, he was entitled to receive payment for the overtime he performed. GAO held that the claimant was not entitled to overtime compensation, since: (1) he did not have approval from a competent official to work the overtime hours; and (2) his supervisor did not induce him to continue to perform the overtime work. Accordingly, the claim was denied.
