A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid for a strip chart recorder under a brand-name-or-equal solicitation. GAO held that NASA properly rejected the protester's bid as nonresponsive, since the: (1) protester's equipment needed modification to meet the required salient characteristics; and (2) protester's descriptive literature was insufficient for NASA to evaluate the equivalence of its offered product. Accordingly, the protest was dismissed.
