A firm protested the Marine Corps' cancellation of a solicitation and contract award under a resolicitation, contending that it failed to win the contract because the resolicitation exposed its low bid under the initial solicitation. GAO held that: (1) the protester untimely filed its protest against the cancellation more than 10 days after it knew the basis for protest; and (2) regulations required the public opening of bids. Accordingly, the protest was dismissed.
