A firm protested the General Services Administration's (GSA) exclusion of its bid for management services from the competitive range, contending that: (1) it had performed competently under similar contracts; (2) GSA had accepted its bids under other similar solicitations; and (3) it submitted the low bid. GAO held that: (1) GSA reasonably determined that the protester's revised bid contained technical weaknesses; and (2) the protester's allegations that GSA had accepted similar bids and that its bid was low did not constitute valid bases for protest, since its bid was technically unacceptable. Accordingly, the protest was denied.
