A firm protested the General Services Administration's (GSA) rejection of its bid for realty broker services as technically unacceptable, contending that: (1) it had the required experience and knowledge; (2) GSA did not apply the evaluation criteria listed in the solicitation; (3) its bid's deficiencies resulted from inadequate GSA information; and (4) it was entitled to reimbursement for its bid preparation costs. GAO held that: (1) GSA properly rejected the protester's bid as technically unacceptable, since the bid did not demonstrate that the protester had the required experience; (2) there was no evidence that GSA applied other than the specified evaluation criteria to the protester's bid; (3) the contention that proposal preparation information was inadequate was unsubstantiated; and (4) the protester was not entitled to reimbursement for its bid preparation cost. Accordingly, the protest was denied.
