A Navy employee appealed the denial of his claim for reimbursement for his temporary duty lodging expenses, contending that there was no reference in the instant claim to a fraudulent claim he submitted for per diem during the same period of temporary duty. GAO held that the claimant was not entitled to reimbursement for his lodging expenses, since: (1) the Navy's investigation clearly showed that the travel vouchers were fraudulent; and (2) the one fraudulent claim tainted the entire claim for that period. Accordingly, the claim was denied.
