The Defense Nuclear Agency (DNA) requested an opinion concerning its proposal to use corporate credit cards to pay lodging and subsistence expenses for Soviet inspection teams verifying U.S. compliance with the Intermediate Nuclear Forces Treaty. GAO had no legal objection to the use of charge cards under the circumstances DNA presented.
