A firm protested General Services Administration (GSA) contract awards for the removal of transformers contaminated by polychlorinated biphenyls, contending that its bid was high because the solicitation's insurance provision was ambiguous. GAO held that the protester failed to show that its bid would have been low if it had prepared the bid on the same basis as the awardee. Accordingly, the protest was denied.
