A carrier requested reconsideration of a General Services Administration (GSA) decision disallowing its claim for additional transportation charges. GSA had denied the carrier's claim for additional charges because the applicable tender was not governed by weight-limit rates. The carrier contended that GSA was not entitled to a lower truckload charge, since the shipment exceeded the governing tariff's weight limit. GAO held that the claimant was not entitled to additional charges, since the applicable tender did not include a provision limiting application of the tariff rates to truckload weight. Accordingly, the claim was disallowed.
