A firm requested a review of a General Services Administration (GSA) audit action to recover transportation overcharges, contending that GSA improperly determined the applicable tender to exclude a minimum-charge provision applicable to explosive materials. GAO held that the claimant determined that the minimum charge was applicable indirectly through a tariff reference in the tender. Accordingly, the GSA action was sustained.
