Federal Emergency Management Agency--Disposition of Monetary Award Under False Claims Act

The General Counsel of the Federal Emergency Management Agency has requested our decision concerning FEMA's authority to deposit in the National Insurance Development Fund (Fund) any monies it receives as a result of an action for damages and penalties under the False Claims Act against a federal crime insurance policyholder.
