A firm protested an Air Force contract award for turbine rotor bucket blades, contending that the Air Force failed to send it: (1) the request for quotations; and (2) two of the three solicitation amendments. The protester also requested reimbursement for its protest preparation costs. GAO held that the protester: (1) untimely filed its protest more than 10 days after it knew the basis for protest; and (2) was not entitled to reimbursement for its protest preparation costs, since the protest was untimely. Accordingly, the protest was dismissed and the claim was denied.
