Highlights

A firm protested a proposed Navy contract award to another firm, contending that the awardee did not: (1) sign its bid bond; or (2) affix a corporate seal. GAO held that the: (1) Navy properly waived the unsigned bid bond, since the awardee submitted a signed bid; and (2) awardee's failure to affix a corporate seal did not affect the bid's validity. Accordingly, the protest was denied.
