A firm protested a Navy contract award for an undersea surveillance system, contending that the Navy: (1) improperly applied cost evaluation criteria; (2) improperly underemphasized the significance of technical factors; and (3) failed to reevaluate the awardee's technical proposal after it significantly reduced its bid. GAO held that the: (1) protester failed to show that the Navy's evaluation prejudiced it; (2) Navy's use of point scores was merely as a guideline and did not affect the outcome of the award; and (3) Navy was not required to reevaluate the awardee's technical proposal, since it determined that the revisions affected only the awardee's price. Accordingly, the protest was denied.
