[Protest of Provisions Under GPO Solicitation for Printing Army Publications]
Highlights
A firm protested a Government Printing Office (GPO) solicitation for printing Army publications, contending that the specifications were: (1) unduly restrictive; and (2) unreasonable or inconsistent. GAO held that the protest against the requirement for a: (1) security clearance was academic, since the protester obtained the clearance; and (2) secured storage facility was not unreasonable simply because the protester had difficulty acquiring one. GAO also held that the protester lacked sufficient interest to challenge the other specifications, since its inability to meet the storage facility requirement rendered it nonresponsible and ineligible for award. Accordingly, the protest was dismissed in part and denied in part.
