A firm protested the Army's rejection of its bid for protective mask carriers, contending that: (1) the Army improperly determined that it was not responsible; and (2) filing for a certificate of competency with the Small Business Administration (SBA) was time-consuming and unnecessary. GAO would not review the Army's determination of the protester's nonresponsibility, since: (1) SBA had the statutory authority to review such determinations; and (2) the protester did not provide evidence that the Army acted in bad faith. Accordingly, the protest was dismissed.
