Highlights

A firm protested a General Services Administration (GSA) solicitation for cars and light trucks, contending that GSA: (1) improperly used negotiated procurement; and (2) had no need to conduct discussions, since there were no technical issues. GAO held that GSA properly used negotiated procurement, since discussions were necessary to resolve technical issues and define the terms of each offer. Accordingly, the protest was denied.
