A firm protested a Defense Logistics Agency contract award to another firm for clutches, contending that the awardee did not obtain its clutches from an approved source as it claimed. GAO would not consider the protest concerning the: (1) awardee's alleged misrepresentation, since that was a matter of contract administration; or (2) agency's affirmative determination of the awardee's responsibility. Accordingly, the protest was dismissed.
