An Army disbursing officer requested an advance decision concerning whether an Army employee could be reimbursed for certain overseas credit charges for car rental. The employee's credit card company charged his bill at a different exchange rate than that used by the car rental company. GAO held that the employee should be reimbursed on the basis of the New York exchange rate for the date of the charge transaction.
