The Peace Corps and a labor union requested a decision concerning whether a Peace Corps employee, who transferred from a career appointment in ACTION to a time-limited appointment with the Peace Corps, was entitled to severance pay. GAO held that the employee was entitled to severance pay, since: (1) she held a full-time position without a break in service; and (2) her separation from the Peace Corps was against her will and without her consent. Accordingly, the claim was allowed.
