[Protest Against Army Contract Award for Emergency Ambulance Service]

A firm protested an Army small business set-aside contract award for ambulance services, contending that the solicitation impeded fair competition. GAO held that, since the protester was a large business, it was ineligible for award and, therefore, not sufficiently interested to protest. Accordingly, the protest was dismissed.
