The Defense Logistics Agency (DLA) requested a decision concerning whether an employee was entitled to reimbursement for service charges incurred when checks she issued were returned for insufficient funds because DLA failed to deposit her paycheck after erroneously placing her in a leave-without-pay status. GAO held that there was no statutory or regulatory provision that authorized reimbursement of service charges for returned checks. Accordingly, the claim was denied.
