A firm protested a Defense Construction Supply Center (DCSC) contract award for valve assemblies, contending that the awardee did not: (1) intend to supply the valves in accordance with the specifications; and (2) qualify as a small business, since it intended to supply components from a large business. GAO held that, since the awardee: (1) intended to assemble the parts and ship the assembly itself, it qualified as a small business; and (2) took no exception to the solicitation requirements in its bid, its bid was acceptable. GAO would not review the DCSC affirmative determination of the awardee's responsibility. Accordingly, the protest was denied in part and dismissed in part.
