A firm protested a Defense Logistics Agency (DLA) contract award for wet weather parkas, contending that: (1) DLA improperly awarded a sole-source contract; and (2) GAO should consider its untimely protest, which raised a significant issue. GAO would not consider the protest, since the: (1) protester untimely filed it more than 10 working days after becoming aware of the basis for protest; (2) protester failed to diligently pursue the protest; and (3) protester's unsupported allegations of fraud were not of widespread importance or interest to the procurement community. Accordingly, the protest was dismissed.
