[Protest of GSA Contract Award for Transformer Replacement]

A firm protested a General Services Administration (GSA) contract award to another firm for transformer replacement, contending that the Small Business Administration (SBA) improperly issued the awardee a certificate of competency, since the awardee's bid was nonresponsive. GAO would not consider the protest, since it was a matter of bidder responsibility within SBA jurisdiction. Accordingly, the protest was dismissed.
