A firm protested a Small Business Administration (SBA) purchase order for automatic data processing equipment under the awardee's schedule contract with the General Services Administration, contending that: (1) its product met SBA needs; and (2) SBA improperly expressed its needs in terms of the specific brand-name product it proposed to acquire. GAO held that SBA properly: (1) determined that the protester's product did not meet its needs, since the product was incompatible with SBA software; and (2) conducted discussions with the protester to determine the responsiveness of its product. Accordingly, the protest was denied.
