[Protest of Army Exclusion of Proposal From Competitive Range]

A firm protested the Army's exclusion of its proposal from the competitive range, contending that the Army improperly based the decision to exclude it on reasons other than its proposal's technical merit. GAO held that the protester untimely filed its protest more than 10 days after it became aware of its basis for protest. Accordingly, the protest was dismissed.
