A firm protested any Navy contract award for signal conditioning amplifier systems, contending that the Navy failed to allow bidders sufficient time to consider a significant solicitation amendment. GAO held that the protester untimely filed its protest against alleged solicitation improprieties after bid opening. Accordingly, the protest was dismissed.
