A firm protested a Navy purchase order award for the replacement of a flight deck, contending that the Navy: (1) should have awarded it the contract, since its bid was low; and (2) improperly allowed the awardee to change its bid after award. GAO held that the Navy properly: (1) awarded the initial purchase order to the low bidder; and (2) allowed the awardee to change its bid after the Navy discovered a specification error prior to issuing the confirming purchase order. Accordingly, the protest was denied.
