[Protest of Air Force Contract Award for Test Programmer Logic Computer]

A firm protested an Air Force contract award for a test programmer logic computer, contending that: (1) since a commercial carrier hand-delivered its proposal late, the late delivery was not its fault; (2) the Air Force should have considered the late proposal because it only received one other proposal; and (3) the Air Force did not allow adequate time for bid preparation. GAO held that: (1) the Air Force properly refused to consider the late hand-delivered proposal; (2) since the Air Force conducted the procurement using noncompetitive procedures, it was not required to obtain full competition; (3) the protester untimely protested the Air Force's refusal to extend bid opening; and (4) a protest conference would serve no useful purpose. Accordingly, the protest was dismissed.
