[Protest of DLA Rejection of Offer as Technically Unacceptable]

A firm protested the Defense Logistics Agency's (DLA): (1) rejection of its bid for piston ring sets as technically unacceptable; and (2) issuance of a delivery order to a firm which did not submit a bid. GAO held that: (1) DLA properly rejected the protester's bid, since it did not meet the solicitation requirements; and (2) since DLA cancelled the delivery order and would resolicit the requirement, the protester would have another opportunity to compete. Accordingly, the protest was denied.
