A firm protested a proposed Internal Revenue Service (IRS) contract award to another firm for installation of a raised computer floor, contending that its bid was low. GAO held that the protester was not sufficiently interested to protest the award, since IRS rejected its bid as nonresponsive and it would not be in line for award even if the protest were sustained. Accordingly, the protest was dismissed.
