A firm protested the Air Force's rejection of its bid as nonresponsive under a solicitation for roofing repairs, contending that the Air Force determined that it failed to acknowledge an amendment that was actually not material. GAO held that: (1) the amendment was not material because it related to an additive item for which the Air Force did not make award; (2) the Air Force improperly rejected the protester's bid; and (3) since contract termination was not feasible, the Air Force should reimburse the protester for its bid and protest preparation costs. Accordingly, the protest was sustained.
