[Protest Against Army Rejection of Bid for Gyroscopes]

A firm protested the Army's rejection of its low bid for displacement gyroscopes as nonresponsive, contending that: (1) its omission of a line-item price was a clerical error; (2) the Army should have waived the omission as a minor informality, since it had a negligible effect on the overall pricing of the bid. GAO held that the Army properly rejected the bid as nonresponsive, since the: (1) protester omitted a line-item price and its intended bid was unclear; and (2) omission concerned a material requirement. Accordingly, the protest was denied.
