Pursuant to a congressional staff request, GAO commented on an Office of Management and Budget (OMB) legislative proposal relating to deficiency apportionment for federal employee salary increases. GAO noted that the proposal was largely consistent with language in various continuing appropriations resolutions, but that under the OMB-proposed language, OMB could force agencies to absorb deficiencies within available appropriations earmarked for other, potentially more important program activities.
