[Decision Concerning USDA Employee's Appeal of Claims Group's Denial of Request for Waiver of Salary Overpayments]

A Department of Agriculture (USDA) employee appealed a decision which denied her request for waiver of salary overpayments. GAO held that: (1) USDA failed to deduct the appropriate amount of health insurance premiums from the employee's salary following her conversion to part-time employment; (2) the employee was not at fault in failing to notice or question the temporary increase in her health insurance deductions; and (3) the employee was not aware that her conversion to part-time status required an increase in her insurance deductions. Accordingly, the indebtedness waiver was granted.
