A firm protested a Navy contract award for barracks construction, contending that the Navy should have awarded the contract on a competitive basis. GAO held that the Navy: (1) pursued a contracting procedure which was consistent with its obligation to obtain the lowest available price; (2) properly awarded a reprocurement contract to the low bidder on the cancelled solicitation, since it offered to complete the contract at its original bid price; and (3) accepted minor deviations from or additions to the work requirements because the original contractor failed to complete the required work. Accordingly, the protest was denied.
