The Department of the Treasury requested a decision regarding whether its Office of Revenue Sharing, which was scheduled to cease operations, could properly contract with a private firm for secretarial services. The Office was experiencing unusual attrition among its secretarial personnel because of its impending termination. GAO held that, since the Office required services performed under its direct supervision, only federal employees duly appointed to civil service appointments could perform the services. Accordingly, the Office may not contract for required secretarial services.
