A firm protested the Army's rejection of its bid for construction, contending that the Army unreasonably determined that its bid was nonresponsive because of a defective bid bond. GAO held that the Air Force did not reasonably attempt to determine the validity of the surety's signature on the bond, but instead rejected the bid. GAO recommended that, unless it could not determine the validity of the bid bond, the Air Force should terminate the contract and make award to the protester, if otherwise appropriate.
