A firm protested an Army solicitation for camouflage systems, contending that the Army did not allow sufficient time for bid preparation. GAO held that: (1) the solicitation provided for the statutory minimum bid preparation time; (2) the Army extended bid opening once, at the protester's request; (3) the Army obtained adequate competition; and (4) there was no evidence that the Army attempted to exclude the protester from competition by refusing to further extend bid opening. Accordingly, the protest was denied.
