A firm protested an Army contract award for a manpower staffing standards study, contending that the Army should have awarded it the contract on the basis of its low bid since its proposal was technically equal to the awardee's. GAO held that: (1) the Army reasonably determined that the awardee's higher-priced, technically superior proposal would best meet its needs; and (2) the protester did not provide any evidence that the Army's evaluation was unreasonable. Accordingly, the protest was denied.
